little elm shoots grouping up all over

Question

I removed two enomous elm trees and left the stumps several months ago. Now I have little shoots of elm trees – hundreds all over the yard and under the raised foundation of the home, making me crazy. I am on limited funds and can have someone help me. I do have one more huge elm tree about 50 feet from the removed two trees. Rock salt, grinding, round up?? I need a permanant fix – even if it is something I have to work on.
