Q.Lime Tree Question

My recently purchased lime tree has shed its leaves, which I presume means that it was over-watered and maybe placed outdoors too soon. But it otherwise looks heathly. What I am curious about is the status of the fruit. The plant has numerous, very small fruit buds that don’t seem to be growing. They are about the size of a tic-tac. Is this normal? The tree has been given fertilizer.
