Lilac Not Flowering

Question

I have lilac starters from a large bush, which we planted about 5 years ago and is growing good, but it’s never had any buds or flowers. Can you tell me why or what I could do? It is in a partly sunny area and I have used Miracle Gro regularly. The soil is not the best and have had it mulched. Would appreciate any suggestions.
