Q.Lilac Bush Without Flowers

I have a lilac bush that doesn’t get flowers. I planted two of them last year, both the same kind. One had a few flowers last year and is producing buds for flowers this year. The second had no flowers last year and has no flower buds forming this year. Are there some that do not get flowers?

They all produce flowers. It is likely a phosphorus deficiency. Fertilize it with a phosphorus rich fertilizer to help it bloom.
