After looking at the photos, it looks a bit like grasshoppers getting after your Ligustrum and the rose could just be at the end of the blooms life cycle. The photo of the rose appears to show healthy foliage. Thus it could be Thrips getting after the blooms. A systemic insecticide for the roses may be in order. Perhaps an insecticidal soap for the Ligustrum.
