I’ve had my Meyer lemon tree for 3-4yrs now and it has never been healthy. I thought it was finally healthy this winter/spring when it started growing new leaves and flowering. However, it got infected with scales (washed the leaves/branches to remove scales and treating with neem). However, doesn’t appear to be the only issue. The leaves continue to drop and have tiny bumps on its underside. Can you help diagnose the problem and what treatment it needs? Thank you.

It looks like more insect issues. Continue spraying with Neem oi on all parts of the leaves and stems every 7 to 10 days.
