Lemon or lime tree blossoms not producing fruit

Question

I have a small lemon tree and a lime tree that we have been feritlizing for some time now. They are finally producing blossoms but they never produce fruit. One of the trees has a white gooey substance that attaches to the blossom. Can you tell me what is causing the emblem and what. Can do about it.
