Leaves Fell Off Rose Bushes

Question

all my rose bushes leaves have fallen off but a few at the top looks like sticks with a few leaves on top with all the rain i live in central fl and even in between i make sure my roses have plenty of water i even fed them miracle grow when i planted them please can someone help me and will the leaves ever come back

Black spot will defoliate the rose bush but they come back. Did you see black spots on the leaves before they fell off?
