Is it okay to leave fallen leaves on top of my vinca (periwinkle) vines? Or will that cause them to to die out?

It could cause fungal issues as well as prevent water and sunlight from reaching the plant leaves. Can they be raked out? A shrub rake that is only about 8 inches wide would be helpful.
