My broccoli plants have large lush leaves, but no florets. What am I doing wrong?

The plant may have too much nitrogen. This will result in lots of leaves but no head. Try giving the plants some bone meal. This will help tone down the nitrogen and give the plants some phosphorous, which will help with head formation.
