Lack of Leaves on Lilac Bushes

Question

We have two older bushes that do not have a lot of leaves on them like I see on other bushes elsewhere. What can I do to get more leaves to bloom, and what is the best fertilizer to use? We live in western New York.

I suspect that it may be lacking nitrogen. I would give it some fertilizer, higher in nitrogen until foliage comes out and then a balanced fertilizer thereafter. This should help.
