Q.Japanese wisteria flowering
Japanese wisteria flowered but didn’t send out new shoots afterwards. It has flowered for the last 3 years but this year, for the first time, it has not sent out new shoots after flowering. Every other year the new growth has been very vigorous.

I can't really locate any issues that directly would correspond with last of twiners forming.
