Q.Jacquaranda Insect/Disease Issue

I purchased a new potted Jacquaranda this spring. It was outside all season and looked beautiful. I brought it inside for the week I was away. I now come back to havily blistered, leaf scorched plant, with branches falling off. I do not see any aphids or scale insects. Please see photos and let me know what you think is happening.

I believe it is scale. Treat the whole plant with Neem oil. The low light may have contributed to the leaf drop. Here is more:
