Usually the ASPCA list is comprehensive, but I didn't see verbena on either the toxic or nontoxic list, except for lemon verbena which has oils that can be toxic. I consulted a few other sources and do not find verbena listed as toxic anywhere. However, if a pet consumes a large number of leaves of any plant, it still may suffer from nausea and vomiting.
