Q.Is My Hebe Diseased And How Can I Fix It?

My hebe has got spotting on leaves which I know is a disease tho unsure whether I can use just rose clear on it or a specific type of fungal spray to get rid of that? However the rose stalks are brown and copper like and I am unsure whether these are new buds due to flower or old buds that I need to prune away and I do not know how to do this? It is very much still alive the plant. Please help with advice on how to rectify it.

Those look like old buds, especially if you didn't deadhead last summer. Trim them off where they meet the stem.
