Q.Is It Ok To Winter A Small Container Of Balloon Plants Outside, Or Can I Plant Them In The Garden This Late?

Here in the Pacific NW, winters are wet, but usually not too cold. I could cover the container with a larger pot to keep the plants warmer, if necessary.

You can go ahead and plant them. If very cold weather is predicted, cover it to help it make it through the winter. Balloon plant is hardy to zone 3, so it should be fine.
