Sago Palm trimming

Question

Is it ok to trim the dead fronds off sago palm in August? My sago palm has brown fronds on the bottom and I want to trim them off but don’t want to damage the tree. Also, can I plant it in the ground, as it’s getting too heavy to keep bringing in in the winter. I live in Madison, Tennessee.
