Is Hebe A Weed In The UK?

I have always thought Hebe to be an excellent plant but I was shocked to hear it classed as a weed on an online blog called’Wednesday Weeds’. Would you be able to confirm whether this Is true, is Hebe generally considered to be a weed?

I saw that blog, and she only calls the subject a "weed" because it showed up in her yard without planting it. She gives a nice summation of the plant, with glowing reports. I checked other online articles and didn't see anything disparaging about the plant. So, I would say it is not considered a weed.
