Invasive vine

Question

I would like to know how I can eradicate a very invasive vine that has come from my neighbors yard and is wrapped around my bush and tree. The vine is spreading from behind the neighbors fence and is grabbing everything in sight. The neighbors Arborvitaes are fully wrapped.
