Q.infected Oleander bush

I cannot seem to control a caterpillar infestation. I have been spraying for over 2 years, and the bug is winning the battle. I think the culprit is a beautiful black flying bug. The eggs are a bright yellow and hatch into tons of beautiful caterpillars.
