If my rosemary plant is brown will it come back?

This depends. Most are not hardy to heavy frost. Start cutting the tips down until you see green or living tissue. If there is still green tissue, then it will likely come back. If not, then you can still see if it will come back. If it has not within a month or so, then it is dead.
