Question

Any help identifying this \”fungus\” and giving any ideas on how to banish it from my garden.

This is going to be very hard to diagnose with just this photo, unfortunately. There are quite a few diseases that this resembles, and to get a good diagnosis will require a closer look. I would suggest taking photos and samples up to your local extension services. They will be able to put this under microscope to take a close look.
