Q.I Planted My Viburnum Opulus (Snowball Bush) Last Year. It Grew About An Inch Last Year And Right Now Is About 3 Inches Long. Is
it normal for them to grow so slowly?

No, not typically. They do prefer moist soils, so do not let them dry out. You may want to test your soil nutrition, as well.
