I Planted My Rose Of Sharon Too Close Together! When Is Best Time To Transplant In Zone 6b?

We planted them in late spring but only about 2 feet apart 🙁 Rookie mistake. I guess my only option is to transplant one? If so, what is best time to do so in Zone 6b? How will I know when it is dormant? Thank you for your help!!
