Carrot Troubles

Question

I live in central Alberta, Canada. My carrots did not grow well this year, so I have replanted them. Just wondering why the seed was fresh. Will cutworms do them in? Also, had some frost after some of them were up and used some pelleted seed for some and normal seed for others. They all did equally poor. Why?
