Yes. This can happen when a tree is grafted to a more wild root stock, and the top is stressed This allows the root stock to grow back. usually, the root stock is not the same tree as the top, which you've noticed. I'd remove it, and keep what tries to grow back removed. It will sap nutrients and energy from your tree's top graft and kill it off eventually.
