I do not know how closely together your rosebushes are planted, however they could be planted too closely together. Thus the outer ones get better sunshine and better access to water and nutrients. There could be something off about the pH level of the center soils that is not allowing the root systems to take up the nutrients they need too. Do some pH testing to check this out.
