Q.I have a 3 year old peach tree that is sick

It grew quite rapidly and last year it was loaded with undersized fruit (apricot size). 60% had worm damage but what was left, although small, was delicious. This year it was loaded again but all of the fruit was covered with black spots and had worms again and a lot died right on the branch and shriveled to nothing. We didn’t salvage a single peach from literally hundreds. I don’t know what to do. Is it the soil or is my tree diseased already and needs to be cut down? Please help.
