I am seeing these web caterpillars on tree branches in our community gardens.

Please see attached photo/video of the infestation. Is this a “Web Worm” infestation and how do I treat it?

If this problem appeared in early spring it is likely tent worm, as web worm infestation usually occurs in the fall. Here are two articles that should help you identify and treat the problem:
