Hydrangeas Are Not Blooming

Question

I have three hydrangea bushes in my backyard and they are not blooming yet this year. It is July and they should be blooming. We are having a cool summer, but I can’t figure out why they aren’t blooming. I did not prune them last year and they are growing off last year’s stems.
