Q.How To Cope With Seasonal Flooding ?

For the past 5 years my very small backgarden has flooded to about a depth of 2 ins – which takes day/weeks to clear. Rain fall water only. I have agreed to have it re-turfed, because the grass has turned to slime. This is a heavy clay soil, which until the 1960’s was farm meadow land. I believe. Today I went out and spiked the soil in several places with a metal rod. it wouldnt not go deeper than 6 ins in any part – some parts only 2 ins. I have no idea what lies beneath the ‘top soil’, What procedure shall I follow, The cost of removing & re-turfing this small area is £1200. So I want it to be permanent and sure of the right route….thank you
