How do you build a stumpery?

Question

We are volunteers on a public park in Southport, Merseyside. We look after many flower beds including our nationally known Fernery.
We have had many plans all come to fruition but our latest is really a stump!! Have you got any instructions for me to be able to print out, regarding starting and maintaining a Stumpery.
