stop cucumber beetles

Question

How do I stop cucumber beetles coming back next year? Can I spray the ground with something in the fall or spring? I live in Ohio and every year the cucumber beetles come back and eat my Japanese lanterns. They don’t eat anything else in the garden. I only have a flower garden, no vegetables. How do I get rid of them for good?
