Q.How Do I Help My Dwarf Lilac Start Producing Leaves?
Our dwarf lilac has a few blooms and almost zero leaves. There are only a few branches on the bush anyway and most of them have no blooms or leaves at all. We bought the lilac about 3 years ago and it had lots of blooms and leaves back then. But every year since, there has been less and less foliage and blooms. I’ve never fertilized it and only deadheaded it, never pruned.

The first thing to do is get your soil tested and then fertilize according to the report, if needed. Your closest university extension office may offer those. Here is more about soil testing:

If the bare branches are dead, you can remove them at the soil level and new stems should sprout. To be sure they are dead, scrape off some bark, if they are green inside they are still alive. If they are white or gray inside they can be removed.
Make sure there are no pests on the stems or leaves such as aphids or scale. Also make sure the shrub is in a sunny location. If it is in too much shade, your shrub will likely get powdery mildew. These articles should help:
