how do I get rid of white “powder” clumps on indoor enclosed balcony plants?
I think it is a fungus as it spreads to other plants.
Perhaps the tip of my watering can is spreading it.

This is a bad case of Mealy Bugs! They will have to be removed manually with an alcohol soaked cotton swab. Then you can treat with an insecticide.
