How Do I “fix” This Cactus? It’s Very Tall With Branches Going Everywhere.

It is a tree cactus with branching that includes candelabra-like stems. You can cut off some of the wayward branches to make it more attractive. It is hardy in your area if you want to plant it outside. Here is more:
