How do I ensure that my lilac bush flowers this season?

I have a lilac bush in my garden that I planted about 3 years ago. The first 2 years it did really well however last year it did not flower at all. The leaves looked a little dull as well. The lilac bushes in neighbouring yards all appeared to be ok so I do not think it was weather related. Any ideas as to what I can do to help it along this season?
