Q.How can I control the disease?

I am an advisor for potato mini-tuber production in several companies in Iran. In one of the companies controlled by me, something went wrong. There are spots at the surface of some mini-tubers. Spots were shown in the image sent you. What causes the spots? Please let me know how can I control the problem.
