Q.House Plant Palm

I have had a palm for 10 yrs. It doesn’t grow but not dying either. It will grow one limb and then the other one does die out. It has been 12 inches tall for as long as I can remember. I have tried moving it to other parts of the house and it doesn’t do well so I move him back. He get a lot of indirect light daily and usually water once or twice a week.
I tried moving him outside and boy he didn’t like that at all, so he back in his spot. Any suggestion to get this guy growing? or maybe he is the type that just wont get any bigger.

It is lacking in fertilizer. Also, if your house was built after the 70's, it likely filters out some light. This will mean that, even in direct window light, it will be happy, but not outside. I would repot in new soil, after knocking the old out of the roots. This will fix it for a few months, until you need to feed again.
