Q.holes in the yard

We get holes in the yard and gardens that are filled with [pine needles, leaf bits, tree seeds, etc.] stuff that is pulled down into them. The holes are about dime sized or smaller, and the stuff is piled on top, in small mounds. When you pick up one of these mounds, you are literally pulling stuff out of the hole. Any ideas? Thanks!
