My 4 year old portuguese laurel hedge suffers badly from shot hole and discoloration. I’ve also noticed similar on some nearby trees (Shirotae)

Unfortunately, this does look like shot hole disease. Besides good sanitary practice, keeping all diseased growth off and away, and treating with, either, a copper fungicide or dormant oils.
