Q.Holes In Lawn, Lawn Plugs Tipped Over. What Animal? How To Prevent.

This morning, I found 25 holes in my lawn without mounds. The holes are mostly round, 1-1.5 inches in diameter and shallow. There are small dirt clods nearby> May not be burrows. Two months ago, I transplanted burmudagrass plugs. I had huge bare spots after using hebisdes to kill purple nutsedge. Then an animal flipped over the transplanted Bermuda plums. No other holes. Three days ago I transplanted more plugs and right away, something flipped the transplants over et night. Raccons, gopegrs, prairie digs, have been sighted in past. Now 30 small holes 1-2 inches. Any ideas how to stop destruction of lawn transplant project
