Q.Hibiscus Disease

I live in Orange County, CA. The Hibiscus plant in my garden is infected (?) with small white insects on the back of the leaves. The front of the leaves and the trunks are covered with black soot-like particles. What’s the best way of treating this without actually cutting the plant down?
