There is a white residue on the leaves, and the leaves are shiny. What do I do about this?

Is the white stuff fuzzy, web-like or powdery in nature? This could be some type of pest (mealybug, scale, or spider mite) or fungus (powdery midew). Neem oil will help with all of these.
