Q.herb garden problems

I have my little herb garden in about 8 hrs of direct sunlight / water on drip system every 12 hrs for 5 min each time. I have sprayed with NEEM to keep the bugs off the plants. My basil is not doing well ~ droopy leaves, some leaves are turning black on the ends and curling up.

What am I doing wrong?

You are watering too often for a short period of time. Water less often (try every 2 to 3 days and see how they do) but longer for deeper saturation.
