Q.HELP Magnolia Tree lost all its leaves

I am sending this question on behalf of my mother:

Regarding, a medium sized Magnolia tree (approx. 1 1/2 storeys)-my tree has lost all of the leaves and blossoms from the top portion, and there about 1/3 green healthy leaves with blossoms starting to show at the lower half, but truly “naked” looking for the most part. What causes this? Also will the tree return to its full green and blossoming nature or is it dying? What can I do to help it?

Some varieties of magnolia drop their trees seasonally. Yours may be deciduous. Here's an article about that:
