Deer ate 60-80% of the leaves over the winter. Will it regenerate or am I better off replacing it now?

The damage does sound extensive, but I certainly would wait to see how the plant or if it can recover.
Prune away any obvious dead or damaged branches and give the tree a light all purpose fertilizer application.
