Q.Half of my hydrangea is blooming on old wood

Do I cut off the old wood where nothing is happening to keep the plant healthy or do I just leave it since the other half is leafing out?

If the branches are dead, they can be pruned out any time.

Regular pruning should follow the appropriate pruning for the variety that you are growing.
