Q.Growth On Erysimum

Hi I have noticed these clumps or growths formed on my perennial wallflower! It is otherwise healthy and a beautiful plant! It looks like a bundle of small seedlings, please can yiu tell me if I should leave it or remove it. Shrub is about 3 years old. Thank you

This looks like Adventitious bud formation.

Adventitious bud formation on wallflower refers to the development of abnormal clusters of buds in unusual locations on the plant, often resulting from stress or damage. While it may seem concerning, it's a natural response of the plant to adapt to its environment. While there isn't a specific treatment for this phenomenon, providing optimal growing conditions and minimizing stressors can help the plant recover.

There is no reason to cut them off, yet. This can add to the stress. Once it stops growing new buds you can do some maintenance pruning.
