Q.grass clipping on garden

I put grass clippings on my garden last fall after I tilled it, but not sure if I should leave it on this year and plant with it still covering it?

Yes, you can leave it on as a mulch. If the grass was treated with pesticides, it's been long enough time that those have disintegrated.
